Visiting Japan looking for friends

HI all i will be visiting japan next year. and i'm wondering what would be best time of year to go. I am planing on going to Tokyo and wonder what would be best places of interest to go and see. also looking for friends in Tokyo . for advice and to talk to about things to do and places to go.
