The pic above has only shojo and shounen. Where are the more serious anime and not for kids? Plenty of seinen were released for spring.

Not really. The characters just look the ages that they're portraying, with the exception of the real kiddy stuff, or maybe a goofy show.

IMO, I felt that the female adult characters in Azumanga Daioh looked "young" compared to what their ages probably were supposed to have been, especially Yukari's (think that was her name) character. The English teacher. Then again, it might have been intentional. Her character is pretty childish.

I think is all matter of revenue,

Sadly the market of 10y/o or nearby is the best market for selling toys/gadgets etc from the manga/anime.

Then if we include a handfull of fanservice we end up with the answer of your question

It does depend on what you watch. In anime such as Pokemon, Digimon, and (ro an extent) Card Captor Sakura, the heroes, heroines, and such are (were?)
younger characyers! But, in anime such as Inu-Yasha, Runouni Kenshin, Yuyu Hakusho, and the Teshi-series, the xharacters were ment to be (mostly) older!
