No one had watched the Kuchisake-Onna (slit-mouthed woman) episode of Gkkou no Kwaidan because it was not on the air on 5/Nov/2000 and never in Japan.

The reason is described here and there in Japanese.

As for your last question about the conversation with the monster, refer to the movie.

Kuchisake-Onna of Gakkou no Kwaidan was not on the air.

However, there are some version of Kuchisake-Onna episodes made by the funs.

For example, this 13 minutes version is made by a fun from existing Gakkou no Kwaidan episode.
