Teenagers will be teenagers. They like to go against mainstream, so if the entire world is celebrating Halloween, they'll just diss it and walk away.
Plus the dressing up as monsters and the trick-or-treating thing is meant for little kids to enjoy. From 12 up, the only exciting part about Halloween is they get to squeeze into slutty costumes, it's like regular boozing parties except they can act dirty and be fine with it cause they're in a costume...
