Current 3G iPads in Japan use the Softbank network. Normally the only way you can get temporary service is to rent a phone or a SIM card. Since you can't change the SIM card in an iPad easily, you are probably out of luck.

I use a wi-fi iPad with a pocket wi-fi modem, and it works well. Wi-fi is available just about everywhere, so it's probably the best option for you.

Why do you need a wi-fi modem? Can you explain how my I can use wi-fi for my (USA purchased) iPhone and iPad in Japan?

Softbank is the only service provider for the iPhone and iPad in Japan, and I use Docomo service. I purchased a wi-fi iPad from Softbank, and then I bought a pocket wi-fi modem and a 2 year service contract with Docomo.

The pocket wi-fi unit is made by Buffalo, and is probably available in America. You might be able to rent a SIM card and get temporary service via Softbank or Docomo to make it usable in Japan.

There are also many pay-as-you go hot spots in Japan (McDonald's, Starbucks...), and it is available in most hotels.
