How can I get my kosike tohon if I am here in the philippines? I have no relatives or friends in Japan. My father left us when I was 8 years old.

It is KOSEKI-TOHON. You need to know where you (or your father) are registered. When you find the local government office, they will tell you how to get your KOSEKI-TOHON.
