Permission to change status of residence -

Are these as easy as the seem as per Immigration Procedures Guidebook for an Australian in Japan i.e. straightforward to get work permission while in Japan? My Japanese girlfriend has asked the Japanese immigration department twice and a local government office and she keeps getting different answers.
