New York would be your main target eventually, hitting up on one of the top labels in clothing to design Lolita outfits. Usually this would be targetted to the more wealthy portions of the social spectrum. But that's okay because once the wealthy young women have their ultra expensive lolita outfits soon the middle class will follow. Many aspiring labels will copy higher end clothing styles and appeal them to the not so wealthy creating a venue of perception all on it's own. Those two ideas I think will get you more bang for your buck.
