I don't know how fugu is served in other countries, but in Japan, it's required by law that fugu be served without any poison. I've been eating fugu for a few decades and have never had a numb mouth. I just keep eating it because no other fish can give you the tender, creamy meat. I never let a winter pass me by without at least a couple of fugu dinners.
In the old days (over 40-50 yeras ago), however, things were a little different. The laws regarding fugu weren't nearly as strict as they are now. The so-called gourmets wanted to try a little further so that they could brag about their bravery later on. Now that is just forbidden.
