I'v followed up so far but i stop when i select regional settings. don't see a language tab on mine. the only tabs i get are:Regoinal settings, number, currency, time, and date.

You need to switch the tab on top of the window, as shown in the 3rd screenshot.

You must have 25 posts (at least around that number, maybe it is 20) to upload your own avatar, otherwise you are stuck with the default ones on this site and not with the ones you want from Google Images.
