Okay first of all, people if you ever wtire 'Desu' DO NEVER DROP THE 'u'! n_n'' Maybe you don't pronounce it. But if you just cut it, you're changing the word. 'cuz there is no 's' in japanese ^^''

What is that?= (Sono) Nani desu ka
ka means = ? I'm not sure if you need the 'Sono'.

Who is that = Dare ga desu ka

and for 'Where are you going', you could say 'Anata ha doko ni ikimasu no ka'
ikimasu is the formal form of 'iku'. And if you were asking a friend, let's say her name is Maria, you would say 'Maria-san ha doko ni ikimasu no ka' Because it's more polite. And 'ha' is pronounced 'wa'.

I think that's all, ne..? n_n
