Iv'e been trying to learn abit online and I was wondering does it matter
which one you use for this.

ou, oo, or o- have the same pronounciation no matter which one you use!

So why are there different things for one sound?

I've seen ball pronounced ボオル and ボウル which one is right?

It's true that we pronounce ou and oo the same way, but o is always pronounced differently from the other two. If you elongate the Japanese o sound, you will get ou and oo.

'Ball' in katakana is written as ボール. The horizontal bar in the middle tells you to elongate the syllable right in front of it. While it's true that the word sounds a little like ボオル, but it's never written that way.

The "おー" doesn't make sense in Hiragana, only Katakana. In Hiragana, use "おう" but in Katakana, use "オー".

In conclusion, only Katakana uses the "-".

Why do I have a feeling the TS came into close contact with manga?

As for telling the difference, you'll have to learn some vocabulary.

Yup, sounds like Manga Japanese. There are no rules in manga.
