If I am right, its an international banking rule that they cannot just close your account, so you can keep it open for as long as you want, chances are, they will freeze it after 6 months of inactivity, in which case, you can reinstate it by performing simple financial transaction, like a deposit or a withdraw.

This seems like something you would have to consult your bank about doesn't it?

Usually it is fine fo the account to be inactive for a number of years, even with a balance of zero.

But, as above, check with your bank.

I had an account I didn't touch for years, then went back and took the money out with my bank card.

I came back after being away for 1 year and was able to access my accounts at Mizuho, Risona, and Mitsubishi UFJ (this was last year).

Can I open an account here, having a college student visa? Which bank(s) do you recommend?

yeah, you can with a student visa, i got one at SMBC. make sure to turn it into an international account when you leave japan, otherwise you can't withdraw money once you're abroad (just in case you need it).
