In my experience, people rent studio space with drums there. Most live houses have drumsets, as people taking the train to gigs can't carry a drumset with with. Those rental studios are by the hour, and prices vary. Hours vary, too, but some are open late.

It would be difficult to rent a room with studio in urban area in Japan.
Instead, you can rent rehearsal studio. Same problem for me, only guitar. Only advantage is you can always turn down guitar... drums.... they're always loud!
