Yes, not only are there only about 6 JETs placed "in Tokyo", about half of those are actually on little islands far off-shore that technically belong to Tokyo. Check out the Youtube vlog of "Non-stop to Tokyo", who is a JET right now on Izu Oshima Island. She is several hours off the coast by ferry, but technically one of the very few "Tokyo JETs"...
