I know not everything you read is true but here it is.....
as posted by: Boing Boing: Japan's rent-a-puppy business Japan's rent-a-puppy business Sid sez: "Babies can't be far behind ... in Tokyo you now can rent the cute little dogs that are all the rage. About $15 will get you an hour of canine bonding, and for a heftier fee you can take one home for the night. All puppy necessities included. These same dogs usually sell for about $3,000-$5,000." In Tokyo alone, the number of shops registered to rent out pets grew to 115 as of March, up from 17 just three years earlier. Each person who rents a dog by the hour is given a leash, some tissues and a plastic bag - in case the pooch has to answer the call of nature. They also get strict instructions not to let the dogs run free, to keep them in the shade on hot summer days and refrain from giving them snacks. and here is more general info about dogs in japan: ABC News: Japan Says Goodbye Kitty, Hello Pampered Pup |

The thing with renting dogs - dogs in Japan are REALLY expensive. Most people buy their dogs, as a lot of places allow dogs under a certain size only (For example, our condo allows dogs below a certain size and weight.) With a mix breed, you can`t be sure of what the mix is so the dog may grow to be larger than the allowed size. It would be awful to come to love a dog, but not be able to keep it because it grew too large. So, people will rent different dog breeds to find one that fits their personality and lifestyle before dropping the HUGE amount of money needed to buy a dog. |

most mansion/apt don't allow pets, as what Nyororin explained. But Lots of tenants do have pets. And they are Japanese Tenants not foreigners. The thing is, as long as you don't report them they will not report you. But first you have to observe your neighbors. And I agree with everybody else, don't bring your dog, its both tiring for you and your beloved pet. Though you can maybe apply as a volunteer to shelter dogs that don't have a home yet or no longer have a home.
