New Thread policy

The old thread about starting new threads closed long ago, but there is a policy issue I think should be considered.

Many forums restrict new users from starting new threads. They either have to have been registered for several weeks or have to have posted a minimum number of times before opening a new thread.

This weeks barrage of single post threads where new users want to post their well wishes to those in the Japan are well intended, but they should be limited to existing threads. It would be nice if these were people who will still be active users once this crisis is over, but we all know that most of them will not.

I think this issue highlights the reasoning behind restricting new threads (like avatars) to established users and JF should impliment one as well.
